Profile:
Dr. Joan Holmes is the Special Assistant to the President for Equity and Special Programs at Hillsborough Community College in Tampa, Florida. Dr. Holmes specializes in equity policies, student retention and support strategies, diversity training, graduate school preparation and placement, and grant writing. Dr. Holmes formally served 23 years at the University of South Florida as Assistant Dean of the Graduate School and the director of several nationally recognized programs designed targeted for underrepresented and high achieving undergraduate students across all academic disciplines. Dr. Holmes continues to adjunct teach at USF, Africana Studies for undergraduate and graduate courses including Racism in America, The Black Experience, Black Male/Female Relationships, and Major Black Thinkers. She has collaborated with various external colleges and agencies that focus on inclusion, diversity and educational opportunities.
While employed at USF, Dr. Holmes has written several grants totaling over $10 million in federal monies that has primarily targeted underrepresented and first generation students including NIH, Beaumont Foundation of America, U.S. Department of Education, Ronald E. McNair and Student Support Services Program. Dr. Holmes has received numerous achievement awards for diversity, leadership, student achievement and community service. She recently received the Inaugural USF Black Student Achievement Meritorious Award for exemplary service to students at USF in November 2009 and the Outstanding Leadership Award from the USF Black Faculty and Staff Association in October 2009.
Dr. Holmes has been a major part of the HCC family since August 2009 and serves on the Cabinet and Board. Over the past 2 years, Dr. Holmes has successfully proposed and implemented the first minority all male mentoring and completing program, entitled Hope Scholarship Program. She also coordinates and plans the national Black and Brown College Bound Summit hosted by HCC as well as spearheaded numerous diversity training programs for HCC. She is also responsible for all college wide equity and diversity programs and policies.
Dr. Holmes’ education includes a Doctorate of Education, Educational Leadership, Cognate in Curriculum and Instruction from Ball State University in Muncie, Indiana. She completed Post Graduate Coursework in Curriculum and Instruction at Georgia State University in Atlanta, Georgia. Dr. Holmes has a Master of Arts in Professional Physical Education from Ball State University and a Bachelor of Science in Physical Education from North Carolina Agricultural & Technical State University in Greensboro, North Carolina.
Dr. Holmes is a resident of Tampa, Florida. She has two children, Tara of Washington, DC and Brad of St. Louis, MO. She enjoys travelling, art, politics, community service, and aquatics.

MISSION
The mission of the Sickle Cell Association of Hillsborough County, Inc. is to help individuals with sickle cell conditions live lives that are, to the maximum extent possible, unhampered and uncompromised by their sickle cell conditions.
HISTORY
The Sickle Cell Association of Hillsborough County was established in 1976. For over 35 years, it has provided materials to educate persons with sickle cell concerning medical, sociological, and psychological implications of sickle cell disease and trait. Counseling is provided to individuals and families diagnosed through the Newborn Screening Program. Educational programs are conducted to community groups, health care providers, and public and private schools. The organization also provides medical and social services referrals to individuals and families affected by disease.
